They are illegal.
Theoretically, you can get a license to obtain alcohol distilled into fuel, but allows only rarely issued, must be added to the chemicals so the alcohol undrinkable.
Only authorized burner can produce alcohol for sale. only if they are actually for personal use would be made illegal, but can expect no major problems, if you sell or even give her.
